Luck is an unshown status added in 1.4, which will affect several elements of the game such as drop rates and fishing. Luck also affects certain npcs, like the traveling merchant, who has a better inventory with more luck, and the wizard, who will tell you your luck level currently.
Several things that you can do to increase luck around your base is placing biome torches that correspond to your current biome (Torch god's favor is helps you do this easier) but be careful, placing coral torches outside of water and outside of the ocean biome decreases luck by 0.2 luck levels. Another thing you could do is place Gnomes around your base (Gnomes spawn in living trees, and if they move into the sunlight, will turn into a statue which you can collect and place around your base.) Another thing that increases luck is to drink luck potions. Touching a ladybug also increases your luck by a small amount. The maximum luck level reachable is 1.4, but it is capped at 1. Killing ladybugs decreases luck (Golden ladybugs have a doubled bad luck value), with a maximum bad luck level at -0.4. Lantern nights are an easy way to increase luck. Kill a boss, the day and night becomes a lantern night. Lantern nights increase luck by 0.3 luck levels. Increase luck to the fullest to have the best drops come from enemies the quickest.
