The Blizzard in a Balloon is an item added in the Terraria 1.2 update. It can be crafted using a Blizzard in a Bottle and a Shiny Red Balloon at the Tinkerer's Workshop. When combined, Blizzard in a Balloon provides the extra jump height of the balloon and the height boost of the cloud.
Blizzard in a Bottle is the Snow Biome version of Cloud in a Bottle (and Sandstorm in a Bottle ), and functions practically the same. It doesn’t matter which one you use; it’s just based off personal preference. :D
